Department of Law Subjects
In the summer of 1996, through the initiative of the nationwide leader Heydar Aliyev, a specialty in Law was established at the National State University (NSU). That year, a total of 50 students were admitted to the daytime and correspondence departments of the Law program. Starting in 1997, measures were taken to facilitate the admission of personnel working in the country’s law enforcement agencies and other administrative structures to higher legal education. By the year 2000, the first law graduates of NSU had received their diplomas.
During those years, thanks to the daily care and attention of the university leadership, the educational structures of the Law program were formed. In its initial years, this program was part of the Faculty of History and Philology. In 1998, in order to enhance the quality of education and improve its organization, the Law program was separated from the Faculty of History and integrated with the Faculty of Economics. Thus, in February 1999, the Faculty of Economics and Law was established, headed by Associate Professor Agharza Rustamov. A few years later, the growth in student enrollment and the strengthening of the material-technical base enabled the university leadership to create an independent Faculty of Law. Starting from the 2003-2004 academic year, an independent faculty was formed with Associate Professor Garib Allahverdiyev as its dean.
Fakhreddin Naghiyev was appointed as the first head of the department. In May 2001, he was succeeded by the experienced lawyer and candidate of legal sciences, Najaf Orujov. Since May 2004, Associate Professor Shukur Mammadov has held the position of department head. Doctor of Philosophy in Law, Qahraman Novruz oglu Behbudov, was elected as the department head for the first time on June 8, 2016, and re-elected for the second time on February 21, 2022.

Department of Philosophy and Social Work
As a result of the targeted social and economic policies implemented in our republic, significant progress has been achieved, leading to substantial improvements in the material well-being of the population, a marked reduction in poverty levels, and Azerbaijan's alignment with developed countries. These accomplishments are directly related to education. As the national leader Heydar Aliyev stated, education is the future of every country.
In recent years, the state documents related to education adopted in our republic not only outline the necessary reforms but also specify their concrete objectives. The "Program of Reforms in the Field of Education of the Republic of Azerbaijan," approved by the national leader Heydar Aliyev on June 15, 1999, explicitly states the goals of these reforms: “The primary aim of the education reform program is to preserve and develop the potential accumulated across pre-school, secondary, higher, and post-graduate vocational education levels, to establish a regulatory and legal framework governing the education system, and to implement state policies based on the requirements enshrined in the Constitution of the Republic of Azerbaijan and the Education Law, contributing to the democratization of social, economic, and political life.” It is essential to recognize the contemporary need for education reforms due to the globalization and universalization of socio-political, cultural, and social life, the increasing role of information and communication technologies, and the intensifying competition, wherein the individual’s talent and capabilities are of paramount importance. It is crucial that individuals possess the necessary educational level and skills to make independent decisions, thus shaping human development—the primary driving force behind societal progress—and directing efforts towards problem-solving.
History of the Department
The Department of Philosophy and Social Work was established in 1972 under various names. It is responsible for teaching subjects such as Philosophy, Political Science, Sociology, Logic, and Introduction to Multiculturalism across all faculties of Nakhchivan State University.
Additionally, the department is engaged in training specialists in the social field within the Faculty of Social Administration and Law. At the undergraduate level, 26 specialized courses are offered in the Social Work program, while at the graduate level, 20 specialized courses are available. In total, the Department of Philosophy and Social Work teaches over 51 specialized subjects.
Programs, methodological materials, and textbooks have been developed and published for all subjects. The department has produced textbooks and teaching resources for the subjects of Philosophy, Logic, and the History of Philosophy.
Currently, the Department of Philosophy and Social Work includes 2 doctors of philosophy, professors, 3 PhDs in philosophy, associate professors, and 3 senior lecturers.
There is 1 laboratory assistant within the department. In total, the department employs 11 staff members.
The department supervises 2 doctoral candidates in the doctoral program and 6 doctoral candidates in the philosophy program.
The faculty of the Department of Philosophy and Social Work actively participates in the public life of the University and the Nakhchivan Autonomous Republic.
