 Statute of the Scientific Council

1. The Scientific Council of Nakhchivan State University (hereinafter - the university) is organized and led by the rector and operates under its regulations. The term of office for the Scientific Council is 3 years. The Scientific Council can be reconstituted before the end of its term if at least 2/3 of its members request it.  

2. The Scientific Council includes the rector (chair), vice-rector for academic affairs (deputy chair), vice-rectors, scientific secretary, deans, directors of scientific research institutes within the university, chairpersons of trade unions (staff and students), department heads, and the head of the Student Scientific Society. Other members of the Scientific Council are 3-10% of the total number of faculty and research staff, as determined by the rector based on the number of faculty and research staff. Candidates for the Scientific Council are elected by secret ballot at a general meeting of faculty and research staff of each faculty. Additionally, up to 10% of the Scientific Council’s members may be appointed by the university’s head – the rector. The council is considered valid if at least 2/3 of the faculty and research staff participate in the meeting. Members who receive more than 50% of the votes for the allocated seats in their faculty are considered elected to the Scientific Council. If a member leaves the council, a replacement from the respective faculty (department) can be elected in accordance with existing procedures.

3. The Scientific Council is established, and its composition approved by the relevant governing body of the university.

4. The university’s Scientific Council:

   - Adopts the university’s Charter, makes additions and amendments, and approves internal regulations for students, faculty, staff, and postgraduates;

   - Approves the university’s development program;

   - Reviews the rector’s annual report on the university’s activities;

   - Examines issues related to the training of specialists and scientific-pedagogical staff, their professional development and retraining, and resolves all matters related to educational and scientific-research activities.

• The Scientific Council elects its secretary from among its members, creates commissions on education and science, social-economic, and economic activities, listens to their reports, and makes relevant decisions;
• It elects the scientific secretary from among the members to organize the Council’s work, prepare meetings, and oversee the implementation of decisions;
• It resolves issues related to the establishment, dissolution, or reorganization of faculties, departments, and other structural units of the university;
• It regularly hears reports on the teaching, scientific research, and educational activities of the faculties;
• It makes proposals for awarding scientific titles such as professor and associate professor, as well as honorary titles and awards of the republic, including orders and medals;
• It selects department heads, professors, and chief researchers, and addresses issues related to their premature removal from positions;
• In exceptional cases—when there are no Scientific Councils of faculties or conflicts arise—it makes decisions on the selection of faculty deans, associate professors, senior lecturers, and assistants, and addresses issues related to their premature dismissal by the rector’s decision.

5. The Scientific Council operates according to the work plan specified for the academic year and each semester. The work plan of the Scientific Council is discussed and approved at a meeting and confirmed by the rector.
6. Decisions of the Scientific Council on all matters related to teaching, scientific, and educational activities are made by simple majority vote in an open ballot. The selection and recall of faculty members, department heads, and deans, and the proposals for awarding titles such as professor, associate professor, and honorary titles are done by secret ballot in accordance with the established procedures.
7. A decision of the Scientific Council requires the participation of at least 2/3 of its members. If more than 50% of those present at the meeting vote in favor of the discussed issue, the decision is considered adopted.
8. Decisions of the Scientific Council come into force only after being approved by the rector of the university.
9. Meetings of the Scientific Council are recorded in minutes, signed by the chair and secretary of the Council, and kept by the scientific secretary.
10. The chair of the Scientific Council organizes regular checks on the implementation of the Council’s decisions and informs its members about the execution of adopted decisions.
11. In case of significant reasons—if the decision of the Scientific Council is found to be objective or in contradiction with legislation—the decision may be annulled by the central management authority to which the university is subordinate.
